Universal social protection inclusive of people with tuberculosis: monitoring and evaluation framework
Overview
Universal social protection is essential to ending tuberculosis (TB). People with TB often face substantial health-related expenses, loss of income and other socioeconomic consequences that can push households further into poverty and undermine access to and completion of care. Developed jointly by WHO and the International Labour Organization (ILO), this monitoring and evaluation framework complements the Guidance on social protection for people affected by tuberculosis. It provides countries with a practical approach to measuring progress towards the End TB Strategy target that no TB-affected household faces catastrophic total costs, and the commitment of the 2023 United Nations High-Level Meeting on TB to ensure that 100% of people with TB are covered by a health and social benefits package by 2027.
The framework proposes core, proxy and expanded indicators, together with a phased approach that enables countries to begin monitoring using existing data while progressively strengthening links between TB, health and social protection information systems. It also addresses the timeliness, adequacy and comprehensiveness of benefits and provides an approach to evaluating implementation, effectiveness, equity and impact.
